Kyiv Mostly Without Water And Power After Russian Barrage

Kyiv is mostly without water and power after a renewed Russian barrage on the capital and other Ukrainian cities, an apparent retaliation to a Ukrainian attack on Russia’s Black Sea Fleet. Russia’s Defense Ministry acknowledged it had carried out “strikes with long-range high-precision air and sea-based weapons against the military command and energy systems of Ukraine.”  Kyiv’s regional governor said, “The Kremlin is taking revenge for military failures on peaceful people who are left without electricity and heat before the winter.”
