A new U.S. Intelligence report suggests that the Russian army is facing a manpower shortage as its six-month war with Ukraine continues. The report suggests that in order to enlist more troops, the Russian army intends to compel wounded veterans back into combat, hire soldiers from private security companies and even recruit convicted prisoners with offers of parole and money. The U.S. Department of Defense estimates that Russia has sustained “70 or 80,000 casualties” thus far in the war with Ukraine which includes both “killed in action and wounded in action.”
